I thought of that, but then I realized that everyone who's high on moeshroom would wage holy war if you bumped her off or even made her a Team ❽-esque antagonist. Of course, writers sometimes do things for just that reason. (TVTropes, OMG, don't click.)

Via a reasonable plan of economic conquest and cementing herself as the legitimate authority. I mean honestly, trying to fight the hakurei border patrol is stupid.
